I have had 5 surgeries on my spine (3 cervical)(2 lumbar), whatever feeling wasn't back after 6 months, never came back. My surgeries were in '95, '98, '99, 01 (x2).
I would guess that since it's been 3 years, you will not gain feeling back from those damaged nerves.
