What Is the Difference Between Laser Eye Surgery and the One Where They Use a Blade?

My dad is going to have surgery on his eye to remove some scar tissue that has been growing since he was burned about two years ago. What will happen if he doesnt have the surgery. is it painfull and how long will he have to stay home there going to use a blade on his eye
