What does Anal bleeding mean? Or what could it mean?

I have a relative that for about 6 months bleeds off and on from his behind. Not in his stoool.
I know we need to take him to the doctor, but no insurance and times are tough. Can someone give me some explanation what it COULD be? Any information would be helpful. Anyone experience this ever or know if someone has?
