What glucose level is considered severe hypoglycemia?

I am NOT diabetic. I am not overweight and I am only 25. Every day for the past few weeks my blood glucose has gotten down to 28-31. I'm wondering if that's severe? It seems low and scared the doctor but not enough to get me to an endocrinologist in less than 2 weeks.

I suspect the problem is hypothyroidism, which runs in my family. Anyway, when my glucose gets that low my vision gets blurry and it is difficult to keep my head up. I'm scared I'll faint. I get really confused. Sugar makes things worse. My doctor suspects my body is creating too much insulin. I eat frequent small meals with lots of protein. Is there anything else I can do to help this problem without making my body create more insulin and making things worse??
Oh, and I had an A1C test and it came back normal…5.3.
