Where are the best doctors, clinics, and treatments for epilepsy around the world?

My brother is 16 years old and was diagnosed with epilepsy 2 years ago. His first seizure was a gran – mal seizure in the middle of the night when he was sleeping. The next one was a few days later after he got picked up from school for having a abscence seizure (staring at a ceiling light at school for 20 second) He had the seizure at home after he had lunch. Once again he went to hospital and the said he might have epilepsy. So he went and had test and they put him on medication. Ever since he has been on meds he has no longer had gran mal seizures. But now every so often maybe every 3 to 6 months he will get a small seizure one that he will just stare off for a few seconds or sometime start twitching his limbs but very lightly for a few seconds(barelly noticable). We have taken bake to his doctors but the say this in normal and all they do is change his meds or up his dosage wich they did this last time. I am very concerned and would appreciate help from anyone in order to help him
